No. The phone you already have is enough, Android or iPhone: ePOS opens in the browser and you can add it to your home screen like an app. A computer or tablet works too, and all your devices stay in step.
Yes. Once you have signed in on a phone, you can sell, take payments, add stock and look up customers with no signal at all. Everything is saved on the phone and goes up to your account by itself when the internet is back. You need the internet to sign in the first time, to change your plan and for a few extras such as product pictures.

Yes, on the Standard and Enterprise plans. Each person gets their own sign-in, and their role (manager, cashier or shopkeeper) decides what they can do, so a cashier can sell without seeing your profit. On Enterprise you can also tick and untick permissions for each person.
